Again, at your >60mph question, probably not going to pass more air than the car already is doing. I'm sure you've already been through it, but you definitely have a TT fan clutch right? I agree with keeping the IC ducts full length. I agree with cleaning up the opening to give the high pressure bumper area a more efficient path to force air through. You'd have to really play with vents as others have said. I think at speed, its probably not your trouble. And unless you can get the venting really far forward on the hood, it'll likely be counter productive. Not much room to dip a vent down between the fan and timing covers to exhaust some rad air. If you want to buy several hoods to hack and try with some tape and yarn, it would be interesting. Twinz type 1 hood looks decent. As for just the hot air in the bay (not through the rad), I think you'd have a hard time moving any more of it than what is already flowing out underneath the car and down the trans tunnel. I just think there is a simpler answer before going that far...
